Maybe the souls that don't pass on (that stay as protective or negative spirits) are the ones that don't like the physical forms as much, and it was their karma to choose the forms that led to them staying on. Anyway, just throwing a thought out there (how exactly do you "throw" thoughts anyway? maybe I should say "project" ).
